Specifications include, but are not limited to: The intent of this bid specification is to request pricing for a contractor to supply the NDDOT with a driver to operate a NDDOT snow plow truck. This driver will be asked to plow snow, apply salt, sand, and liquid with the plow truck. The driver will also be responsible for some general maintenance on the truck. The NDDOT is requesting pricing per hour for the contractor supplied driver. The NDDOT district that requests the contractor supplied driver will determine the start and end times and locations of plowing for the driver. The NDDOT will not be responsible for any transportation costs to and from the DOT sections and or district shops. The NDDOT will not be responsible for any lodging or meals. The contractor supplied driver will remain an employee of the contractor but will be taking direction from the NDDOT personnel. The contractor is responsible for the recruitment, selection, and compensation of employees including payment of all applicable payroll taxes. The contractor is encouraged to supply more than one driver, since multiple drivers may be needed at one time for districts being bid. The contractor supplied driver will be required to safely operate a tandem axle plow truck with an underbody scraper, front plow, wing, and sander on state roadways. The NDDOT will provide initial training on the truck and on general snow and ice control practices. The contractor will be given at least 24 hours’ notice of when and where a contractor supplied driver is needed. The contractor supplied driver will report and take directions from the district or section supervisor. The NDDOT will base contractor selection by district on the low bid meeting the minimum specification, the location of the work, willingness to travel, and availability. The NDDOT may make multiple selections by district. There will be no guarantee or minimum number of hours that drivers will be used. The contractor supplied driver must have at minimum a Class B driver’s license with air brake endorsement, a clean driving record, at least one year of truck driving experience, have passed a drug test, and be subject to random drug testing.
