Specifications include, but are not limited to: The State of Illinois, Department of Natural Resources (IDNR), will accept bids from responsible and responsive bidders for the operation of a restaurant concession building at Argyle Lake State Park located in Colchester, Illinois. Through IDNR programs and in conjunction with the Vendor, the Department of Natural Resources seeks to improve overall visitor satisfaction by ensuring high quality visitor services while broadening the economic base of the region and the communities of the surrounding parks. SUPPLIES AND/OR SERVICES REQUIRED: Vendor shall be required to have the concession operation open to the public for the purpose of serving guests in the concession building as per the hours/dates listed in Section 1.4.1. The restaurant must offer prepared food (pre-packaged sandwiches not allowed), hot and cold beverages and ice cream. For the 1st year of the contract, 2024, Vendor is required to provide a minimum of two (2) Jon boats, two (2) canoes, and two (2) kayaks available for rent to the public at all times. For the remaining years of the lease, the Vendor shall have no less than five (5) Jon boats, three (3) canoes and five (5) kayaks for rent to the public at all times. AUTHORIZED SUPPLIES AND/OR SERVICES: The concessionaire at Argyle Lake State Park will be authorized to sell, serve or dispense food, confections, hot and cold non-alcoholic beverages, beer, wine, packaged beer (no glass allowed), souvenirs, novelties, newspapers, post cards, boating equipment, bait, state hunting and fishing stamps, marine, fishing, picnic and camping supplies, ice and Illinois native firewood. In addition, the concession is authorized to rent boats, canoes, paddle boats, kayaks, bicycles and fishing supplies. Vendor may also drive through the campground to offer the above-listed items for sale (except for alcoholic beverages) if they choose to do so. If vendor chooses to sell state hunting and fishing stamps, then the vendor shall become a licensed vendor with IDNR for the sale of these items. If the vendor chooses to sell beer, wine, packaged beer, then the vendor must obtain all applicable State, County and Local licenses and insurance for the sale of these items. In addition, Vendor may place arcade games within the concession with prior written approval by the Site Superintendent. Video Gaming is not allowed at the concession. The Site Superintendent and/or Concession Manager have absolute discretion to approve the types, items and quality of all merchandise sold and services rendered at the concession.
