Sources Sought Synopsis for the U.S. Department of Housing and Urban Development, Office of the Chief Human Capital Officer (OCHCO), Personnel Security Division (PSD) for fingerprinting services
The U.S. Department of Housing and Urban Development (HUD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for fingerprinting services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561611 - Investigation and Personal Background Check Services with $25.0 million size standard.
There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.

If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
9. Place of performance. Describe the location(s) within the United States that your company can provide the services described in the Project Information section below List the applicable city(s) and state(s) and/or whether nationwide services are available.
10. Current contracts. State whether your company provides the required services through an existing contract vehicle with the Federal Government and whether that contract is available for use by HUD. If the contract is available for use by the HUD, provide the agency/department name, contract number and current government point of contact.
The government will evaluate market information to ascertain potential market capacity to 1.) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2.) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3.) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation; and 4.) provide services under a performance based service acquisition contract.
Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Late submissions may not be considered.

PROJECT INFORMATION:
Project Description: PSD is seeking a nationwide fingerprinting services contract (base and one option year) for the purpose of conducting pre-employment checks and credentialing for HUD and contractor employees.
Background: PSD currently utilizes a 2-year pilot program with Field Print, LLC through government purchase card. The pilot program is in its second year and will expire September 13, 2025. In the first year, the number of prints taken was approximately 33. The cost per year is established at a NTE cost of $2,500 per year.
General Description of Work: PSD desires to enter into a fee-for-service contract for fingerprinting services for HUD Nationwide that will be used to supplement fingerprinting services currently conducted at HUD offices and GSA Shared sites. The intent is that the contract will be used for applicants who cannot travel the desired distance to a HUD office or GSA Shared sites. The individual can travel the desired distance to be fingerprinted, however, we are hoping that by procuring this vehicle it will decrease the mileage. HUD offices will continue to be available to performing fingerprinting as well.
The vendor must be able to capture one-time biometrics from the applicant, submit to FBI/CJIS with all results being transmitted to HUD for review. Simultaneously, PSD would utilize the captured prints for credentialing, i.e., integration into USAccess and PERSIST. The vendor must be Secure Web Fingerprint Transmission (SWFT) compliant and approved by Defense Counterintelligence and Security Agency (DCSA).
Contemplated level of effort of the project: HUD desires a fee-for-service contract for base and one option year and estimates the number of fingerprints required would be 200 per year.
Contemplated place of performance: The contractor’s service location(s) must be available in all 50 states to include Puerto Rico.
