This is a Sources Sought Notice only. No solicitation is being issued at this time. Source Sought SPE60324R5X10 Gila Bend AFAF, AZ and SPE603-24-R-5X14 Air Education and Training Command (AETC) Columbus, MS is being revised to combine the two requirements and to notify interest parties that both requirements are 8(a) requirements. The new Request for Information (RFI) number is SPE603-24-R-5X17. The amount of information available for publication at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. The solicitation will be posted between November 2024 – December 2024 and will close about 45 days thereafter. The solicitation will be published electronically on the Contract Opportunities website at SAM.gov. Interested parties responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE) previously known as Wide Area Workflow (WAWF).
The Defense Logistics Agency (DLA) Energy seeks potential qualified Small Business Administration (SBA) Certified 8(a) Program Participant sources to perform non-personal, Government-owned, Contractor-operated (GOCO) Aircraft/Ground Fuel Services and Fuel Storage & Distribution services at Gila Bend Air Force Auxiliary Field (AFAF), AZ and Columbus Air Force Base AFB, MS. There will be two separate Performance Work Statement (PWS) under one solicitation.
The services include management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection at Gila Bend AFAF, Arizona and Columbus AFB, MS.
Interested firms should be able to provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products, as well as maintain the associated fuel facilities.
DLA Energy will award one firm-fixed price contract for a four-year base period and may include a five-year option period. The awarded contract will be subject to FAR 52.222-41, Service Contract Act of 1965, to include Collective Bargaining Agreement. The North American Industry Classification System (NAICS) Code is 493190 and the size standard is $36.5 million.
The proposed solicitation is being considered as a Certified 8(a) requirement under a small business set-aside program and will utilize full and open competition after exclusion of sources in accordance with FAR 6.2. The potential RFP will be posted on or around November 26, 2024, and will close about 45 days later. The solicitation will be published electronically on the SAM website at www.sam.gov. Interested companies responding to the solicitation will be required to register in SAM and Procurement Integrated Enterprise Environment (PIEE) formerly known as Wide Area Workflow (WAWF).
The expected period of performance is from November 1, 2025, through October 31, 2029 (four-year base period), November 1, 2029, through October 31, 2034 (five-year option period) and an option to extend for no more than six-months from November 1, 2034-April 30, 2035.
Interested parties should submit information to the following areas in their capability statements (Responses are limited to 10 Pages). Interest can submit capability statement for one location or both locations of interest, but interest parties must identify location(s) of interest.
Any information provided by industry to the Government as a result of this notice is voluntary. The Government will not pay for any information submitted in response to this notice. - Provide a company profile to include number of employees, annual revenue history (last 3 years), office location(s), DUNS/CAGE Code number, and a statement regarding current business status.
- Capability of providing qualified and experienced personnel, with appropriate clearances, if required.
- Past Performance. Do you have past performance as a prime contractor or subcontractor on a service contract for similar fuels management requirements? If so, please provide the following information: Contract number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to GOCO/GOGO fuels management. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolutions taken.
- Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work and type of service would your firm perform?
- Does your company have experience with Service Contract Act of 1965 covered contracts? Does your company have experience with Collective Bargaining Agreements (CBAs)? Please explain in detail any experience your company has had interacting with labor unions.
- Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a five-year multiyear contract at one or more locations, in the event there are difficulties with invoice payments? Do you have an approved accounting system in place to adequately track expenditures? Please elaborate.
- What realistic phase-in period would you require to commence performance with personnel, equipment, and materials?
Responses are limited to not more than 10 pages. The Government will use this information, in addition to other information obtained, to determine its small business set-aside decision. Any information provided to the Government as a result of this notice is voluntary. The Government will not pay for any information received in response to this notice or any subsequent announcement related to this notice.
