1. PURPOSE AND SCOPE: The West Virginia Department of Environmental Protection, Office of Special Reclamation (WVDEP-OSR) is soliciting bids to purchase three snowplows to fit three trucks. 3. GENERAL REQUIREMENTS: 3.1 Mandatory Contract Item Requirements: Vendor shall provide Agency with the Contract Items listed below. Contract Items must meet or exceed the mandatory requirements as shown below. 3.1.1 Snowplow One: Snowplow for 2023 Ford F-250 with a Crew Cab, a 6.5 (six and a half) foot length bed, 6.8 (six and eight tenths) liter gas engine, total gross vehicle weight rating of 10,350 (ten thousand three hundred and fifty) pounds, front axle gross vehicle weight of 5,990 (five thousand nine hundred and ninety) pounds, rear axle weight of 6,240 (six thousand two hundred and forty) pounds and halogen headlights. 3.1.1.1 Shall have a minimum 96-inch width 3.1.1.2 Shall have a minimum 12-gauge 304 stainless steel blade. 3.1.1.3 Shall have a minimum of 3/8 x 6” cutting edge. 3.1.1.4 Shall have a minimum 28” blade height. 3.1.1.5 Shall have minimum 2 horsepower electronically controlled enclosed hydraulic power unit. 3.1.1.6 Shall have an electronic toggle switch control mounting system to raise and lower plow when mounting. 3.1.1.7 Shall have single hand operational control with backlighting 3.1.1.8 Shall have headlights with de-ice heating capability. 3.1.1.9 Shall have snow Deflector across entire length of blade. 3.1.1.10 Shall have safety Trip Mechanism to hold plow rigid during plowing and trip automatically when cutting edge comes in contact with obstruction then returns to normal plowing position. 3.1.1.11 Skid Shoes shall be Caster mounted mushroom type on each side of blade. Shoes will allow for manual adjustment. 3.1.1.12 Shall have blade guides mounted on either side of plow with a minimum height of 26 inches. Guides shall be red, orange, or yellow in color. 3.1.1.13 Shall include a two year 100% parts and labor Warranty. 3.1.1.14 Shall include installation on trucks. Installation shall be provided at a location within 100 miles of Grafton, WV. Vendor may use a WVDEP-OSR shop (listed in Exhibit A) to install Contract Item. Shall include all labor and tools to complete installation. 3.2 Snowplow Two Snowplow for 2024 Chevrolet Silverado 2500 with a Double Cab, an 82.25 (eighty two and one quarter) inch length bed, 6.6 (six and six tenths) liter gas engine, total gross vehicle weight rating of 10,000 (ten thousand) pounds, front axle gross vehicle weight of 6,000 (six thousand) pounds, rear axle weight of 6,390 (six thousand three hundred and ninety) pounds and halogen headlights.: 3.2.1.1 Shall have a minimum 96- inch width. 3.2.1.2 Shall have a minimum12-gauge 304 stainless steel blade. 3.2.1.3 Shall have a minimum of 3/8 x 6” cutting edge. 3.2.1.4 Shall have a minimum 28” blade height. 3.2.1.5 Shall have a minimum 2 horsepower electronically controlled enclosed hydraulic power unit. 3.2.1.6 Shall have an electronic toggle switch control mounting system to raise and lower plow when mounting. 3.2.1.7 Shall have single hand operational control with backlighting 3.2.1.8 Shall have headlights with de-ice heating capability.
