6. Synopsis: In accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201 "Exchange with industry before receipt of proposals" and FAR 52.215-3, "Request for information or Solicitation for Planning Purposes," this RFI is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation or commitment by the Government. The Government assumes no financial responsibility for the costs incurred by responding to this RFI. All costs incurred are entirely at the respondent’s expense. Furthermore, USAMRAA is not seeking proposals and will not accept unsolicited proposals at this time. The information in response to this RFI is purely voluntary and will aid the Government in determining if there are qualified sources of supply available in the marketplace to pursue a small business set-aside or procurement through full and open competition. The Government is considering a multiple-award Blanket Purchase Agreement (BPA) IAW FAR 13.303, Blanket Purchase Agreement. This RFI does not restrict the Government to an ultimate acquisition approach. No evaluation letters and/or results will be issued to the respondents. At this time, no solicitation exists.
Phone calls regarding this RFI will not be accepted. Vendors not responding to this RFI will not be precluded from responding to the solicitation as a result of their lack of response. When the solicitation is released, it will be synopsized on the website, www.sam.gov. It is the responsibility of any potential Offeror to monitor this site for the release of any Request for Proposal (RFP), solicitation, or synopsis.
7. Background: The USAMRICD is the Department of Defense’s (DoD) leading laboratory for the development of medical countermeasures against chemical threat agents. The USAMRICD is increasingly called upon to provide expert analytical and consultative services related to medical chemical defense research and to the medical management of chemical casualties. The Institute’s growing national and international customer base includes other Government agencies, academia, pharmaceutical companies and commercial enterprises. USAMRICD is a subordinate laboratory of the U. S. Army Medical Research and Development Command (USAMRDC).
The AFMES provides worldwide comprehensive medico-legal services and investigations. Board-certified forensic pathologists, forensic anthropologists, medical-legal death investigators, and photographers are available 24 hours a day to conduct forensic investigations into military deaths throughout the world. The Armed Forces Deoxyribonucleic Acid (DNA) Identification Laboratory provides scientific consultation, research and education services in the field of forensic DNA analysis to the DoD and other agencies. In addition, the AFMES has the DoD's centralized laboratory for performing routine toxicological testing.
The USAISR was activated in 1947 and is located at Brooke General Hospital, Brooke Army Medical Center, Fort Sam Houston, Texas. USAISR’s mission is to optimize combat casualty care. USAISR is the world's premier research organization enabling readiness and delivering evidence based solutions for the optimal care of the combat wounded. USAISR is also a subordinate laboratory of USAMRDC.
The USAMRIID serves as the DoD leading laboratory for medical biological defense research. The USAMRIID’s core mission is to protect the warfighter from biological threats, as well as investigating disease outbreaks and threats to public health. Research conducted at USAMRIID leads to medical solutions - therapeutics, vaccines, diagnostics, and information - that benefit both military personnel and civilians. USAMRIID is also a subordinate laboratory of USAMRDC.
The APHC’s mission is to enhance Army readiness by identifying and assessing current and emerging health threats; developing and communicating public health solutions; and assuring the quality and effectiveness of the Army’s public health enterprise.
8. Scope and Purpose: The Government is seeking qualified sources of supply for general laboratory supplies, chemicals/reagents, equipment, and animal supplies as defined in the draft Statement of Need (SoN) attached to this RFI.
9. North American Industry Classification System (NAICS) Code: The NAICS code for this requirement is 339113, Surgical Appliance and Supplies Manufacturing with a size of standard of 750 employees.
10. Capability Statement. The Government encourages all qualified vendors to submit a comprehensive and fully integrated Capability Statement that addresses the requirements defined in this RFI and the SoN. The Capability Statement should demonstrate the vendor’s experience and qualifications in providing the general laboratory supplies, chemicals, equipment, and animal supplies. The capability statement shall state the vendor’s need to subcontract, if necessary, and describe the approach.
11. Anticipated period of performance: September 2022 through September 2027.
