SOURCES SOUGHT NOTICE
COMMERCIAL DATA PROGRAM (CDP) NATIONAL MESONET PROGRAM (NMP)
This Sources Sought Notice is issued solely for information and market research planning purposes. This notice is issued solely in an effort to determine capability of potential sources for the below requirement - it does not constitute a Request for Proposal, a Request for Quotation, nor an indication that the Government will contract for any of the items and/or services discussed in this notice. Furthermore, NOAA is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotes.
The National Oceanic and Atmospheric Administration (NOAA) via the National Weather Service (NWS) has a requirement for mesonet and other meteorological observational data via non-federal weather observing sources, thus filling the weather observation gaps in federal weather observation sources. A draft Statement of Work (SOW) is included for additional reference.
NOAA anticipates awarding a single-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm-Fixed-Price provisions based on a best value basis. The period of performance of this procurement will be for five years after the date of award.
It is anticipated that the prime contractor will establish subcontracting relationships with existing non-federal networks. The prime contractor shall be responsible for all actions of the contract and subcontractors, to include inspecting the data provided by subcontractors for quality assurance and then provides the data in a format that meets NWS requirements for ingesting into NWS databases and systems. There are more than 50 National Mesonet Program partners providing observational data worldwide.

Key Capabilities: The following are the key capabilities for this requirement. Please provide a narrative of how your company can meet the following capabilities (note, we are not asking for Past Performance or Experience but a narrative of your actual capability to perform):
- Capability to source and/or acquire meteorological and related environmental observational data from networks operated by the commercial and other non-federal parties, for a wide variety of observing systems types and technologies, including but not limited to: observational data from a wide variety of observing system and platform types in atmospheric, terrestrial, and oceanic geographic domains.
- Capability to direct and provide oversight of multiple subcontract relationships with partner networks that provide observational data, serving in a non-federal leadership role for the National Mesonet Program as the flagship Commercial Data Buy activity for NWS. This includes business relationships, managing the sourcing of data, and 24/7 operational data flows to the government, thus ensuring quality control and other requirements for data availability, uptime, and provision of comprehensive metadata.
- Capability to provide data-related support services to the government, including: aggregation, integration, processing, dissemination, and support for utilization of data in downstream NWS forecast, warning systems, and other NWS operational systems that are highly reliant on nonfederal observational data to provide forecast and warning services.

Additional Information:
The voluntary submission of a response to this notice shall not obligate NOAA to pay or entitle the submitter of information to claim any direct or indirect costs or charges or any other remuneration whatsoever. Furthermore, all data received in response to this notice that are marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly.
