This is a "sources sought" notice, not a Request for Proposal (RFP). This is a Request for Information (RFI) only. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government will not reimburse respondents for any costs incurred in preparation of the response of this announcement, and no basis for claims against the Government shall arise as a result of a response to this sources sought notice.
DESCRIPTION: The Government is conducting market research to determine interest and capability for available commercial business properties for sale to support office and related space.
The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
To receive consideration, submitted properties should meet the following criteria:
Location
- Be located within the National Capital Region (NCR) (the District of Columbia, Montgomery, and Prince George's Counties in the State of Maryland, Arlington, Fairfax, Loudoun, and Prince William Counties, and the City of Alexandria in the Commonwealth of Virginia, and all cities and other units of government within the geographic areas of such District, Counties, and City.
Physical Space
- Contain office, conference room & administrative spaces to support approximately 3,300 personnel.
- Have a maximum of 686,085 rentable square feet (RSF) of office space, to include a minimum of 54,839 SF of secured space, with the capability to buildout approximately 1,058 SF of sensitive compartmented information facilities (SCIF).
Building Requirements
- Meets Level 4 Antiterrorism and Force Protection (AT/FP) Security Standards

- Shape/Topography: level and rectangular at street grade
- Approximately 2,000 surface or garage parking spaces, on-site
- Site acreage between 10-45 acres
- Commercial loading dock with a minimum of two bays
- 100% emergency backup power
- Modern fire protection and alarm system
- Compliance with all Federal building occupancy codes, standards, and regulations (e.g., American Disabilities Act (ADA), Nursing and Lactation Room compliant)
Additional Desired Amenities
- Proximal kitchenette areas on each floor
- Facility spaces to support commercial food vendors
- Gym/Fitness Facilities
- Outside Pavilion(s) and Common Areas
- Availability of robust offsite commercial dining options in proximity (walking distance) to the Site

- The Government assumes no responsibility to purchase a site based upon responses to this advertisement.
- The Government will only acquire a site based upon the fair market value, as determined by a qualified appraiser.
- The Government will conduct a site selection tour to consider sites that meet the Government’s needs for this project.

Interested offerors (owners, brokers, or their legal representatives) should submit written expressions of interest by 5:00 p.m. Eastern Daylight Time 8/15/2024 to the point of contact listed below, referencing this sources sought notice number (DACA31-R-24-0349) in the subject line.
Please include a narrative in PDF format to support the requirements requested above and the following required items listed below. If the information is not available, please list as N/A. Please note that Government can only accept email attachments that are 5 MB or smaller. The Government will accept multiple emails that include relevant attachments.
The Government reserves the right to eliminate a site from consideration if any of these items are not submitted.
Required Items:
- Site location and current zoning and use with evidence that the site can be used for the purpose of an office and related space.
- Approximate size of property/building space.
- Proof of ownership/control of site. If you are not the owner, you must state your relationship to the owner and provide documentation (a letter or corporate resolution) that clearly demonstrates that you are an authorized representative of the owner and may offer the site for sale on the owner’s behalf. State whether you have title to property, the site is under contract, whether you have retained an option to purchase, or have any other type of interest in the property.
- Legal description of site and maps, drawings with specific site perimeter or coordinates, surveys, site plan, photographs, or renderings.
- Narrative and map(s) describing proximity of the site to the nearest public transportation (bus and/or train stop), proximity to major transportation routes, distance, and availability of nearby amenities.
- Current availability of utilities at site is preferred, including potable, agricultural, or well water; sewer; gas; and electric. Provide a statement indicating the current availability of utilities serving the proposed space or property. Provide a site plan that includes location of utilities, any easements (above and below ground), adjacent roads, and/or other encumbrances affecting the potential development of the parcel. Include any grading, drainage, or sewer plans that have been or will be completed in the future.
- Previously identified environmental, historic, endangered species (plant or animal), or cultural resources issues known to exist on the site and any remediation efforts taken or to be taken. Provide copies of any environmental studies or cultural resource assessments that have been conducted.
- Information on any ongoing or planned development affecting the site, including neighboring projects and road/public utility line construction.
- Any known title issues, defects, deed restrictions, and encumbrances. Provide a copy of the deed of conveyance. If applicable, please provide copies of any recorded or unrecorded deed restrictions, development restrictions, encumbrances, and/or title defects.
