On behalf of the Office of the Project Manager for Combat Ammunition Systems (PM CAS), the United States Army Contracting Command – New Jersey (ACC-NJ), located at Picatinny Arsenal, NJ 07806-5000, is conducting market survey to identify qualified sources capable of providing sufficient storage facilities, material handling, maintenance, inspections, and transportation of the materials to and from Yuma Proving Ground. This effort would be in support of the 155mm artillery programs, such as the Modular Artillery Charge System (MACS) program as well as potential future artillery propulsion modernization efforts. The requirements at this time are planned to be restricted to State of Arizona, Arizona Department of Emergency and Military Affairs (AZDEMA), on behalf of Camp Navajo.
To be considered as a capable source for this future effort, all interested parties must submit the requested information as follows:
(a) Provide a detailed description of storage facilities, capacity, and material handling abilities consistent with Department of Defense (DOD) and Department of Army (DA) regulations governing the security; handling, transportation, and storage of hazardous materials and ammunition to include inert projectiles, inert projectiles with live basebleed/rocket assembly and ammunition with hazard classification of 1.1 through 1.4.
(b) Provide description of personnel and evidence that personnel are appropriately trained and certified to handle hazardous materials, as well as ability to respond to transportation requests, both incoming or outgoing, within two weeks.
(c) Provide evidence of Quality Assurance suitable to support this effort.
(d) Provide evidence of an Explosive Safety Site Plan and applicable Environmental Assessments required for hazardous material storage.
(e) Provide business name, address, distance from Yuma Proving Ground in Yuma, Arizona, point of contact, telephone, email, and size of business.
NOTE: All Contractors interested in the potential future solicitation must be registered in the System for Award Management (SAM.gov). Also, the Government will not consider marketing brochures adequate information in response to this notice and reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. Please identify any proprietary information submitted. Proprietary responses will be protected in accordance with documentation markings.
This is a market survey for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Also, the Government will not pay for the information submitted or for any costs associated with providing this information. Participation in this effort is strictly voluntary and at no cost to the USG.
