The Data Management and Analytics Assessment and Strategic Planning Services category contains two stages to align an agency’s business, policy and program needs with its ability to support and drive innovation within the agency’s data organizations (e.g., data management and data analytics). As part of these activities, the scope may include the state, county and local partners for a cohesive strategy and architecture. The “Assessment” stage focuses on identifying the current state of the agency’s data management and/or analytics maturity and determining the appropriate knowledge area capability maturity, (i.e., governance, architecture, security, warehousing, business intelligence, analytics, etc.) while detailing within typical environment elements, (i.e., people (culture, organization, roles and responsibilities), technology, (tools, deliverables) and process (activities, practice and techniques). Assessments performed should leverage industry recognized strategy domain frameworks. The “Strategic Planning” stage focuses on activities related to developing mission statements, a vision statement, objectives, goals, key performance indicators, (i.e., program, quality, value, etc.), as well as strategy development, which may include the building a roadmap from current-state to the desired-state along with the management of implementation. Typically, the “Strategic Planning” stage requires actionable plans.
