This is a request for competitive sealed proposals under Section 125.071 of the Ohio Revised Code (“R.C.”) and Section 123:5-1-08 of the Ohio Administrative Code (“OAC”). The State of Ohio, through the Department of Administrative Services (“DAS”), Office of Procurement Services, on behalf of the Ohio Bureau of Workers’ Compensation (the “Agency”), is soliciting competitive sealed proposals (“Proposals”) for this Electronic Data Interchange (EDI) Modernization RFP. If a suitable offer is made in response to this RFP, the State of Ohio (“State”), through DAS, may enter into a contract (the “Contract”) to have the selected offeror (the “Contractor”) perform all or part of the scope of work described in this RFP (the “Work”). This RFP provides details on what is required to submit a Proposal for the Work, how the State will evaluate the Proposals, and what will be required of the Contractor in performing the Work. This RFP also gives the estimated dates for the various events in the submission process, selection process, and performance of the Work. While these dates are subject to change, prospective offerors must be prepared to meet them as they currently stand. Any failure to meet a deadline in the submission or evaluation phases and any objection to the dates for performance of the Work may result in the State refusing to consider the Proposal of an offeror that submits a response to this RFP (an “Offeror”). The purpose of this RFP is to solicit proposals for the moving, maintaining, and supporting of Agency’s EDI functionality, currently based on IBM Z/OS systems, to a modern and supportable platform. As part of this initiative, the Agency expects an “As-Is” migration of functionality, preferably to a SaaS solution. The Agency’s EDI functions are currently housed on an International Business Machines (“IBM”) mainframe, using Gentran Basic as a translator, virtual storage access method data files, and custom coding done in Common Business-Oriented Language (“COBOL”). The custom coding includes some pre and post translator data manipulation to fit destination system(s). EDISIM is utilized for data validation and testing efforts. Additionally, the Agency maintains contracts for trading partner management for all EDI trading partners doing business with the Agency. Trading partner management includes the following: Managing trading partner agreements; EDI testing for new trading partners and existing trading partners when EDI changes occur; Executing scheduled and occasional on demand EDI translation jobs; Troubleshooting EDI related issues; and Maintaining EDI document archives.
