1.0 SCOPE OF WORK (SOW); TECHNICAL SPECIFICATIONS (T/S): The Cincinnati Metropolitan Housing Authority (CMHA) is seeking proposals from qualified entities that demonstrate the vendor’s abilities to meet the following requirements in for its Housing Choice Voucher Program (HCVP). Services include conducting HUD Housing Quality Standards (HQS) inspections services and HUD’s National Standards for the Physical Inspection of Real Estate Vouchers (NSPIRE V) inspections once implemented. CMHA’s HCV Program has a baseline of 11,893 vouchers with approximately 10,200 units currently under contract. CMHA has 9 fulltime inspectors and is looking for vendor(s) to support its current staff and to conduct inspections at all CMHA owned properties. The types of Inspections include: • Initial move-In Inspections • Biennial Inspections • Emergency Inspections • Complaint Inspections • Follow-up reinspection on units found to be non-compliant • Special Inspections • Move Out Inspections
