The Greater Cleveland Regional Transit Authority (GCRTA) is seeking a qualified vendor to provide a Platform as a Service (PaaS) Web Hosting Solution. The Authority requires proposals submitted by primary firms only. The prime firm will have complete and exclusive responsibility for always satisfying all GCRTA conditions and requirements during the life of the agreement. The selected vendor shall provide a Platform as a Service (PaaS), or equivalent, Drupal web hosting solution implementation service including project management, design reviews, current site migration, testing, quality assurance, training, and support. It must include the following: • Drupal optimized web hosting Platform as a Service (PaaS) solution requiring minimal GCRTA web team involvement for administration. Features will include: o Provide development, staging, and production site environment with continued updates. o The production environment should provide a 99.95% uptime. o Vendor managed webservers, storage devices, and load balancing for webservers. o Ability and history with provisioning and routing of sub-domains, mail service connectivity, and integration with GCRTA’s existing DNS infrastructure. o On-demand instance cloning, stand-up, and tear-down. o Git version control or equivalent o Imbedded development workflow process o User-friendly interface to allow users of various technical knowledge the ability to draft and edit internal and/or external solutions (website and intranet) o Provision of a Solr search technology, or equivalent, search back-end. o Included tools and analytics for GCRTA on the • Site Migration of all data records/settings identified by GCRTA must be transferred into the PaaS including, but not limited to, www.riderta.com and onerta.riderta.com. o The vendor will work with GCRTA staff to establish a detailed plan including a draft of the process, steps, and timeline for migration to your PaaS solution. • GCRTA’s storage needs are growing, and the vendor is needed to assist in right sizing current demands and preparing to meet future needs. Scalability for processing (traffic) and storage (files) is integral. • Training will need to be provided to a minimum of four administrative/technical staff and up to fifteen functional users. o Administrative/technical staff require an in-depth walkthrough with a potential ‘train the trainer’ style model o Functional user overview to create/draft/copy instances, editing an instance, Supporting roles o Vendor must provide suggested training plans with topics to meet the needs of each group • Ongoing Support will include maintenance, upgrades, patches, break/fix solutions, and related support must be available for a multi-year agreement for up to five years. o Provide 24/7 technical support via phone, email, or help ticket. o A technical account manager (TAM) that will assist in managing the Drupal environment and provide expert guidance on the Drupal platform and infrastructure. • Included Cybersecurity & Disaster Recovery that supports Microsoft Azure connectivity and SAML single sign-on. o Ability to ensure Disaster Recovery of GCRTA’s hosted environment and instances without interruption or loss of data.
