Specifications include, but are not limited to: The City is prioritizing fiber broadband connectivity through the installation of a 100-gig fiber backbone middle-mile fiber line along Euclid Avenue, Noble Road, and Superior Avenue (the “Route”). Last-mile service facilitated by use of this backbone may be supplied by fixed wireless or a fiber solution, or a combination thereof (collectively the “Broadband Infrastructure”). A prior evaluation by the City showed that there are at least seven (7) strategic development sites along the Route, as well as approximately one hundred and seventeen (117) small businesses (68% of which are minority-owned) and several franchise and national chain operations. Providing reliable internet access to these companies will help them grow and maintain their operations. Further, over half of the City’s population resides within one (1) block of the proposed Route. More than the technology used, it is the City’s goal that residents, businesses, and community institutions are provided with competitive, affordable, immediate, and long-term connectivity options.; • fiber optic conduit size and number of fiber cabling strands and inner ducts, anticipating increased future network demand; • connection point(s) to the Ohio Academic Resources Network (“OARnet”) at its Point of Presence (“POP”) located at 10620 Cedar Avenue, Cleveland, Ohio 44106 (required); 1 • supplemental connection point(s) along the Route that will optimize service to unserved and underserved areas in the City, and ownership of such connection point(s); • opportunities to create a redundant middle mile ring that will incorporate the Route; • the total number of strands proposed in the network and how many of said strands will be available to City for its proprietary use (the City expects a material number of strands to be provided); and • proposed method of underground construction.
