Specifications include, but are not limited to: The Department of Planning, Neighborhoods & Development seeks qualified contractor to provide the professional services to determine and document the presence of Asbestos-Containing Materials (ACM), both friable and non-friable forms, in any or all of approximately five hundred (500) structures. The priorities with the ARPA funds for the Department of Planning, Neighborhoods & Development (PND)’s plan for environmental survey, remediation, demolition and greening: Priority One: Structures in Focus Neighborhoods PND will prioritize structures in the Focus Neighborhoods of Wolf Creek, Old North Dayton, Five Oaks, Carillon, Edgemont and Miami Chapel. Contractor will complete Environmental surveys on all properties that could be remediated and demolished in these neighborhoods first. Priority Two: Structures in Qualified Census Tracts identified as Dayton Recovery Plan focus Areas Treasury assumes certain populations to be eligible, and specifically those that are “impacted and disproportionately impacted households.”2 Households residing in Qualified Census Tracts are presumed to be eligible and are presumed to be experiencing disproportionate harm from the pandemic.3 PND will prioritize demolition activities in identified Qualified Census Tracts in the City of Dayton. Contractor will complete Environmental surveys on all properties that could be remediated and demolished in these neighborhoods second. Priority Three: Demolition to make way for Neighborhood Amenities and Improvements Under the eligibility category “Building strong, healthy communities through investments in neighborhoods,” Treasury outlines investments such as parks, green spaces, outdoor recreation, and sidewalks as “neighborhood features that promote improved health and safety outcomes.” The Contractor will locate and identify asbestos-containing materials (ACM) within structures and any appurtenances and contents, take an adequate number of samples to identify ACM, sample and analyze suspect materials in an accredited lab, and provide a written Survey Report for each structure. The survey process includes the taking and submission of photographs of potential ACM depicting where the material was sampled. Once asbestos abatement occurs, the Contractor will conduct the post- abatement verification inspection. The Contractor must be licensed and certified by the State of Ohio and is responsible for supplying all tools, labor, and materials for the proposed asbestos surveys in accordance with all local, state, and federal requirements. Any Contractors with open, active demolition or asbestos removal contracts with the Department of Planning, Neighborhoods & Development, Division of Housing & Inspections are ineligible to bid on this project. The Contractor is responsible for complying with all federal, state, and local laws and regulations, which includes but is not limited to obtaining all necessary permits. The Contractor is responsible for making notifications required to conduct the activities prior to award and maintain compliance during the contract period. The Contractor must be in good standing with federal, state, and local taxing authorities prior to the award and maintain compliance during the contract period. The selected Contractor will notify the Nuisance Abatement Specialist or the Nuisance Abatement Supervisor prior to the Asbestos Survey, upon submitting the Asbestos Report, and upon submitting the post abatement inspection.
