A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business or Service Disabled Veteran Owned Small Business and you are interested in this project please respond appropriately.
This project is for the warehousing and shipping of individual personal equipment worldwide in support of Air Force programs (with limited additional use by DOD and US GOV) to include International Traffic in Arms Regulation (ITAR) items. The warehouse shall support multiple Air Force Organizations and other customers to aid operational readiness and mission availability through the following Logistical support services:
• Inventory management of individual personal equipment utilizing the BARs software for property accountability. Utilizing the BARs software for the management/accountability of the gears for this effort is mandatory.
• Receive, store, kit, package and ship individual personal equipment
• Maintain documentation and labeling for all items received and shipped
Note: Battlefield Airmen Rapid Refresh and Replenishment (BARs) is an Air Force developed and supported asset accountability and visibility software which also provides hand-receipt like documentation for individual operator.
Warehousing includes the inventory management of approximately 155,000 items. Shipment of items include ITAR and hazardous materials. The Contractor shall ship all Continental United States (CONUS) item requests via standard ground transportation and outside the Continental United States (OCONUS) items via standard international shipping. Customs and State Department logistical support will be required. Management of inventory and software as well as facilities management and physical security of the warehouse will be required.
The warehouse is 24,000 square feet with an additional 14,000 square feet to be added in 2024.
Note: This effort is a follow-on to an 1 year base with 4 option years, Indefinite Delivery Indefinite Quantity (IDIQ) contract, at the the Dayton, Ohio off base location.
Contract duration is estimated at 1826 calendar days. NAICS code is 493110. All interested Small Businesses, certified HUBZONE, 8A, Woman-Owned Small Businesses or Service-Veteran Owned Small Business contractors should respond to this survey by email on 05 November 2024 by 10:00 a.m. Eastern Standard Time.
Responses should include:
1. Identification and verification of the company’s small business status.
2. Contractor’s Unique Identifier Number and CAGE Code(s).
3. Descriptions of Experience – Interested firms must provide no more than three (3) example projects completed in the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages, and quality of performance. Example projects must be of similar size and scope.

• Warehousing management to include facilities and physical security management.
• Inventory Management/Hand Receipt like systems (receipt, store, ship and account for individualized personal equipment (3 years).
• Advanced Excel Users (users capable of running functions, pivot tables, and graphing (3 years)”
b. Projects similar in size to this project include: 15,000 SF or greater warehousing management to include facilities and physical security.
5. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 50% of the cost of the contract, not including the cost of materials, with the firm’s own employees for general construction-type procurement. Include the percentage of work that will be self performed on this project, and how it will be accomplished.
