A. Project Description The purpose of this Project is to replace all existing membrane roofs at the Lorain Correctional Facility. All Buildings had their construction completed in 1990 and have original roofs. Roofs are typically low sloped and unballasted with internal drain lines. Membrane roofing occurs over recovery board on rigid insulation. Depending on location, the roof decking is primarily steel deck or concrete. Also, replace all damaged and deteriorated exhaust fan units and add new skylight windows, where permissible. The project will require removal of the existing membrane roof systems, down to existing deck. Replacement of roof drains and drain bowls is expected, inclusive of all flashings, walkway pads, and related roof accessories. Provide new tapered insulation and recovery board. New roofing installations will need to include temporary lifting/removal of HVAC roof-top equipment, exhaust fans; etc. to facilitate flashing over support curbs. Roof system flashing will need to be applied to and up over perimeter edge blocking. These will require new metal edge caps. The A/E will be required to do on-site investigation to further determine the exact existing roof system, condition thereof, type of fasteners to be utilized, whether a lightening protection system is needed, and other requirements to meet code regulations for fire classification, thermal requirements, and wind uplift resistance. The investigation may necessitate invasive techniques such as core sampling, pull tests, and/or limited area deconstruction. Note that consideration of roof deck repairs should be a given in specific areas if found to be notably deteriorated. The A/E may elect to hire a roofing subconsultant, lightening protection consultant, and/or provider of thermographic services, etc. These efforts will be considered additional services. Assume need for permitting at each Building where work occurs. B. Scope of Services The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner’s project requirements. Participate in the Encouraging Growth, Diversity & Equity (EDGE) Program as required by statute and the Agreement.
