The contract stipulates that snow removal services will encompass the following areas: • Sidewalks, including courtyards and walkways along Arlington and Detroit Avenue • Parking lot, roadways, dock area, ramps, steps, and intake area • Application of ice protection measures across all designated areas These bundled services will operate under an Event Fee-based Zero Tolerance Removal Plan, which requires a prompt response to any snowfall that results in an accumulation exceeding one inch as reported by the Toledo Express Airport. In the event of an ice occurrence, the contractor shall implement both preventative and reactive measures to maintain a safe environment for staff and visitors, as outlined below: • A "Snow/Ice Event" is defined as a period of snowfall that leads to a significant accumulation of snow or ice, provided there is a minimum 12-hour interval without additional snowfall or ice before a new classification is assigned. Snow/Ice Events will be handled as part of a zero- tolerance approach, with particular attention during shift changes, specifically at 7:00 AM, 3:00 PM, and 11:00 PM. Site conditions should be addressed at least half an hour prior to these shifts, depending on the snowfall amount. • A cost estimate for "Salting Only" services during "Ice Only" events will be provided when applicable. Ice events will also be managed under a zero-tolerance policy and may necessitate pre-treatment. Only Calcium Chloride or an equivalent product will be utilized for preventing icing on sidewalks and walkways. The contractor must ensure that the application of chemicals does not lead to accumulation, including the removal of excess products from doorways to maintain safe conditions. Any damage resulting from snow removal equipment will be remedied in the spring or as weather permits, but no later than April 30th. This includes, but is not limited to, sidewalks, curbs, lawns, and fences. The contractor will provide a list of equipment designated for this service, and all equipment must be available and in operational condition at all times. The contractor will be responsible for repairing any site damage caused by snow removal services at the end of the season or immediately following the incident, as directed by NOBH. Regarding snow accumulation: • The contractor will ensure that all fire hydrants on NOBH property are accessible and clear from snow, allowing access from both parking lots and sidewalks. • Snow must not obstruct parking spaces, equipment, or building entrances. • Special attention will be required at the dock, Patient Intake area, and front entrances. • Unique conditions related to ongoing construction projects must be acknowledged throughout the term of this contract. • Snow blowers will be the sole equipment utilized on sidewalks that are less than five feet wide around the building to prevent damage, with the exception of the walks along South Detroit Avenue and Arlington Avenue. Snow Clearing Requirements: Snow removal services must be conducted continuously, 24 hours per day, seven days a week, as necessary. The contractor is expected to regularly monitor the property during snow events and/or ice storms. The contractor must sign in at the dispatch area whenever on-site for snow/ice control services. Services should commence within one hour of any request from NOBH. Subcontracting of these services is not permitted without prior approval from the NOBH CEO, COO, and the Building Superintendent.
