Specifications include, but are not limited to: a) Administer all group health plan benefits, including medical, dental, vision, and group life insurance; b) Determine and verify benefits eligibility for dependents, MERP coverage, opt out coverage, and qualifying events; c) Reconcile all claims and invoices for vendor payment; d) On an ongoing basis, audit employees and dependents for eligibility and ensure that all employee records are up to date; review and reconcile CPS data with plan vendors; e) Track home billing employees and ensure payments are made in a timely manner to remain in active HR status; f) Provide and operate, manage, administer and maintain a secure, web-based platform for benefits enrollment that seamlessly integrates with Business Plus for employee data; platform should include the following features: 1. Ability to gather, analyze and report data regarding the dependent coverage of enrollees Ability to gather, analyze and report data regarding the dependent coverage of enrollees 2. Resources to assist employees in submitting required documents; g) Comply with Health Insurance Portability and Accountability Act of 1996 (HIPAA) provisions related to electronic transmission and transactions; h) Be responsible for transmitting and maintaining data security and confidentiality as required by state and federal law, including HIPAA; i) Maintain database backups in a manner that will eliminate disruption of service or loss of data due to system or program failures; and j) Maintain a security breach plan. II. COBRA Administration: a) Administer all account set-up, developing, drafting and releasing eligibility information, all work usual and customary for setting, managing, coordinating an account and providing outreach, in a proactive manner to CPS, its employees and COBRA eligible form employees (and eligible dependents) b) Provide all required reporting to CPS including all financial documentation and supporting material c) Work with CPS to set up financial reporting and tracking process d) Contact all COBRA eligible individuals and assist CPS as necessary to fulfill the provisions of COBRA administration whether specified or not in this RFP
