2024-12 - Solid Waste Cost of Service Study

The City of Enid (City) is soliciting proposals from qualified consultants for the preparation of a solid waste cost of service and feasibility study. In 2022, the City conducted Phase I of a Solid Waste Master Plan. This study provided a starting point and initial road map for future planning efforts. This feasibility study is expected to be the next phase in this process. This Request for Proposals (RFP) outlines the requirements and selection process. The overall objective is to determine how to allocate revenue requirements for the Solid Waste Department (including landfill operations) and to evaluate the user charges and rates required to adequately recover the cost of providing solid waste. The study will also look at different scenarios for Enid to continue its evolution as a regional leader in solid waste management and environmental stewardship. These different scenarios will also require impact assessments on overall revenue and landfill life cycle. The consultant is encouraged to suggest and incorporate additions or modifications to the scope of the proposal that will enhance or clarify the study such as operations outside the City limits or additional diversification of the rate structure.
