Mortgagee Compliance Manager
The U.S. Department of Housing and Urban Development (HUD) is conducting Market Research in accordance with FAR Part 10.
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for offers, quotes or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool only to determine the capability of potential sources. No reimbursement will be made for any costs incurred and/or associated with providing information in response to this Sources Sought or any follow-up information. Contractors shall not submit proposals, quotes, or bids in response to this Sources Sought.
The Department of Housing and Urban Development (HUD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Mortgagee Compliance Manager (MCM). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code is 531390 (Other Activities Related to Real Estate) and the size standard is $19.5M. Small businesses including Small Disadvantaged business (SDB), 8(a), HUB Zone small business, veteran-owned small business, service-disabled veteran-owned small business and women-owned small business concerns are encouraged to respond with a capability statement that is aligned with the draft Performance Work Statement (PWS).
There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
Background:
The Federal Housing Administration (FHA), an organizational unit within HUD, administers the single-family mortgage insurance program. FHA ensures approved lenders against the risk of loss on loans they finance for the purchase, and in some instance’s rehabilitation, of single-family homes. In the event of a default on an FHA insured loan, the lender acquires title to the property by foreclosure, a deed-in-lieu of foreclosure, or other acquisition method, files a claim for insurance benefits and conveys the property to HUD. As a result of acquisitions through the mortgage insurance program and other programs, HUD has a need to manage and sell a sizable inventory of single-family homes in a manner that promotes home ownership, preserves communities, and maximizes return to the FHA insurance funds. HUD is the largest single seller of real estate in the US.
HUD administers the Real Estate Owned (REO) disposition program through four, Homeownership Centers (HOC) located in Philadelphia, Pennsylvania; Atlanta, Georgia; Denver, Colorado; and Santa Ana, California. Each HOC is responsible for a designated geographic area.
HUD has developed a disposition structure for the management and marketing of REO inventory that streamlines its operations, capitalizes on the expertise of its potential Contractors, and provides flexibility to meet changing market conditions in the real estate owned (REO) industry.
The following is a summary of HUD's disposition structure which highlights the purpose and objectives of each M&M Contractor:

- Mortgagee Compliance Manager (MCM): The Mortgagee Compliance Manager performs a variety of pre- and post-property conveyance services to ensure that HUD's interests are protected.

- Field Service Manager (FSM): Field Service Managers (FSM) provide property maintenance and preservation services.
- Asset Manager (AM): The AMs are responsible for the marketing and sale of REO property.
The MCM is responsible for processing various types of requests associated with the Conveyance of properties to HUD and Claims Without Conveyance Title (CWCOT) properties. Historical data associated with MCM services is in Appendix A - MCM Historical Data (Attachment 1).
I. BRIEF DESCRIPTION
HUD seeks Mortgagee Compliance Manager Contractor who shall provide pre-conveyance and post- conveyance services for HUD REO properties. These services shall include but is not limited to:

- Pre-conveyance and post-conveyance activities associated with claims, acquisition, and disposition of FHA Single Family insured assets; (Conveyed Properties, Claims Without Conveyance Title (CWCOT) and Home Equity Conversion Mortgage (HECM))
- Transition services.

II. INSTRUCTIONS TO RESPONDENTS
Interested parties are requested to respond to this Sources Sought by responding to the Questionnaire below. Respondents must provide the responses below the questions on the Questionnaire.
A.Due Date - Responses to this Sources Sought are due on September 12, 2024 at 3:00 pm EST. Responses received after the specified date and time may not be considered.
B.Response Submission
- Responses to the Questionnaire for Mortgagee Compliance Manager shall be submitted below each question on the Questionnaire. The completed Questionnaire with responses shall be submitted in Microsoft (MS) Word and shall not exceed ten (10) pages.
C. All responses must be UNCLASSIFIED and will become Government property, and will not be returned. Standard marketing brochures or catalogs will be discarded.
D. The Government recognizes that proprietary data may be a part of your submittal. If so, clearly mark such restricted or propriety data and present it as an addendum to the non-restricted/non propriety information. All submittals received will be reviewed for informational purposes. The Government reserves the right to independently verify all information submitted.
E.Reponses that are not in accordance with the instructions above, including the due date and time and page limitations, may not be considered.
