The United States Department of Housing and Urban Development (HUD) intends to solicit offers in response to Sources Sought Announcement Notice ID MCM40FN, to contract for the Mortgagee Compliance Manager 4.0 (MCM) services in support of HUD's Single Family Real Estate-Owned (REO) property inventory. HUD intends to award a single-award Firm Fixed Price
These services will support the marketing and resale of HUD's Real Estate Owned (REO) single family property inventory within the geographical areas referenced above. This requirement will require interaction with existing and future HUD contractors, homebuyers, investors, the real estate industry (including local listing brokers), nonprofit housing and advocacy organizations, Federal, State and local governments and HUD staff.
The Department of Housing and Urban Development (HUD), Office of Single Family Asset Management (OSFAM), National Servicing Center (NSC) requires contractor support to provide Mortgagee Compliance Manager (MCM) services. The Contractor shall be responsible for pre-conveyance and post-conveyance activities associated with claims, acquisition, and disposition of FHA Single Family insured assets (Conveyed Properties, Claims Without Conveyance Title (CWCOT) and Home Equity Conversion Mortgage (HECM))
HUD has identified primary objectives for the Mortgagee Compliance Manager (MCM) Contractor. The MCM will be responsible for the pre-conveyance and post-conveyance reviews associated with REO assets. These responsibilities include reviewing property inspection reports to ensure the property is being conveyed to HUD in "conveyance condition", verifying that marketable title is conveyed to HUD, resolving conveyance exceptions, providing guidance to Mortgagees related to pre-conveyance and post-conveyance responsibilities, and leveraging HUD’s REO system of record and other systems to execute and complete the tasks within the contract. Additionally, the MCM will provide HUD with real-time access to all pertinent documents, reports, and information relative to Mortgagee Compliance. Mortgagee Compliance

- Pre-Conveyance Activities
- Post Conveyance Activities
- Transition Services
HUD conducted significant market research in support of this requirement, including issuing three (3) public Sources Sought notices in FedBizOpps, https://www.fbo.gov and GSA eBuy. Based on the results of the market research, HUD has determined that these opportunities will be set aside for small businesses under FAR Part 19, Total Small Business Set-aside. Offers received in response to the solicitation will be evaluated in accordance with FAR Part 15 procedures. The Government does not intend to use FAR Part 12 for this solicitation. The North American Industrial Classification System (NAICS) code for this acquisition is 531390, Other Activities Related to Real Estate with an identified Business Size Standard of $13.5 million. HUD anticipates issuing one (1) contract, resulting in a single contract award for the MCM 4.0 requirement.
The resultant contract will be Firm Fixed-Price (Fixed Unit Rate) type contract. The awarded contract will include a 12-month base period and four (4) 12-month options (if exercised), which is intended to provide for up to five years of total service life. The solicitation is expected to be released on November 22, 2024, Proposals will be due 30 calendar days from the issuance date of the solicitation. In order to be eligible for award, firms must be registered in the System for Award Management (SAM) database under the corresponding NAICS code solicited and must meet any business size restrictions imposed under the set-aside.
