The City of Medford (“City”) is soliciting Requests for Proposals (“RFPs”) as part of the selection of a Construction Manager/General Contractor (“CM/GC Contractor” or “Contractor”) for the Regional Water Reclamation Facility (“RWRF”) Upgrade Project (“Project”). The selected Contractor will be part of the Integrated Project Team (“IPT) comprised of the City, the Design Engineer, the Owner’s Advisor (“OA”) and the Contractor. This Request for Proposal (“RFP”) invites proposals to be submitted by prospective Contractors (“Respondents”) according to the requirements set forth in this RFP including the format and content guidelines described herein. Pursuant to ORS 279C.337 (Procurement of CM/GC Services), the City intends to award a contract for CM/GC services utilizing a best-value competitive process to select the most qualified Contractor for this project. This RFP represents the second step of the procurement process from a shortlisted group of contracting firms that have previously submitted Statements of Qualifications (SOQ’s) as required. The City will conduct the procurement in accordance with model rules the Attorney General adopts under ORS 279A.065 (Model rules generally).
The City reserves the right to reject all RFPs not in compliance with all prescribed public bidding procedures and requirements and may reject, for good cause, all RFPs upon the finding that it is in the public interest to do so. The City reserves the right to waive all informalities if it is deemed in the best interest of the public. The City of Medford requires all Respondents to comply with equal opportunity policies.
