Specifications include, but are not limited to: The Contractor’s evaluation must be designed to understand the economic value that water provides in Oregon for both instream and out-of-stream purposes, and the impacts of not investing in Oregon’s water resources, including, natural and built water infrastructure, data, management, conservation, planning, and climate adaption. The results of this evaluation must be accompanied by findings and recommendations for the State’s consideration across multiple agencies, with the goal of informing and providing a compelling case for long-term, consistent, and stable future investments in water. The Contractor’s completed report (referred to herein as the “Business Case Assessment”) must be suitable for consumption by the general public as well as elected officials. Additionally, the selected proposer is responsible for mining existing peer reviewed data and reports to supplement and ground truth economic valuations and non-economic acknowledgements.
