Work includes, but is not limited to the following tasks: 1. Access to Speed Test Data: • Provide licensed access via username and password to the proposer’s speed test data portal for up to 25 users. • Include speed test data analytics for Fixed broadband networks for upcoming 12-month term subscription. • Historical speed test data analytics data from 01 February 2022 to the present. • Data covering the entire state of Oregon, including all providers and raw data extracts for individual data points. • Includes tower source data and aggregated speed test data in ArcGIS feature service format. 2. Dataset Requirements: • The dataset should include upload and download speeds, client IP addresses, server addresses, device brands, network operator names, fixed technology type, testing platform type, device connection type, and ISP common names for each data point. • Includes a higher number and greater diversity of data points per year. 3. Data Extraction and Transfer: • Monthly data extractions with the highest level of granularity possible, including decimal level coordinates. • Data should be available via online or cloud-based transfer, as well as through a flat file and Application Programming Interface (API). 4. Data Usage and Rights: • Assurance that OBDD retains right to view, extract, clean, and analyze the data. • The OBDD can share the data with approved partners and publish aggregated findings on public platforms.
