Specifications include, but are not limited to: A. Contractor shall develop and operate a recovery drop-in program in a building that is owned and maintained by Washington County located at 5250 NE Elam Young Parkway in Hillsboro. This building is within walking distance of the Hawthorn Farm MAX station. It is a single-story building that will have multiple suites located off of a central hub in the middle of the building. The suite available for the drop-in program is approximately 2,000 sq ft with a large open room, two offices/meeting rooms, a storage room and a singleuser restroom. Contractor will have access to other building amenities including multiple meeting rooms, two sets of multiple-user restrooms, a training room and a central cafeteria/break area with an outdoor patio. B. The building is owned and maintained by Washington County, a government agency. All tenants will be expected to follow current County policies including maintaining a smokefree campus, limiting animals onsite to certified service animals and ensuring good relations with nearby neighbors. Washington County Behavioral Health staff will provide support to tenants in navigating the balance of complying with County policies and providing service delivery that follows best practices for engagement and support. The space will be available after business hours including evenings and weekends. C. There will be several other organizations operating in the building including Washington County Behavioral Health, a LatinX culturally-specific outpatient substance use disorder treatment program, a behavioral health urgent care program (Hawthorn Walk-In Center), a pharmacy and other associated health services. Together, these programs are part of the Center for Addictions Triage and Treatment (CATT), a comprehensive substance use disorder center that is currently in development, and which is designed to provide an array of coordinated supports across two campuses to community members who currently have or are in recovery from problem substance use. The center is expected to begin providing services in late 2024 after substantial renovation of the buildings.
