The Department of Community Justice is seeking proposers for Community Healing Initiative services for Early Intervention and Diversion youth. Multnomah County is committed to reducing racial and ethnic disparities in the juvenile justice system through policies, practices and the continuum of intervention and supervision/suppression programs and strategies. The Community Healing Initiative (CHI) builds capacity and safety by preventing and reducing delinquency, addressing root causes, and connecting youth and families to support services. CHI is an emerging, innovative, community-based, family-focused, trauma-informed model for community and system transformation. A The Multnomah County Department of Community Justice (DCJ) seeks to contract with culturally responsive community-based organizations to partner with on the CHI model. The selected suppliers will provide a range of services and evidence-based programming for youth and families that consists of diversion for youth with low level or first-time referrals or youth with a Formal Accountability Agreement. A Specific services include, but are not limited to, needs assessment, assertive engagement, case management, care coordination, and services and referrals calibrated to the level of risk and family situation for youth and their families. A The selected organizations will need to have expertise in the following areas: a) Experience with serving youth of color and their families, including justice-involved youth and young adults. b) Experience providing (directly or indirectly through referrals) the following services: b1) Developing service plans; b2) Case management and care coordination; b3) Educational assistance including: tutoring, vocational education, educational advocacy, career and technical education opportunities and skill building classes; b4) Parenting skills; b5) Gender responsive services; b6) Employment support; b7) Providing Basic needs; b8) Skill Building (i.e., Aggression Replacement Training (ART), Habilitation, Empowerment Accountability Therapy (HEAT); Description b9) Supporting the individual interests of each youth by connecting youth with local businesses, schools, training programs and other local organizations that offer training or educational program(s) in the youth’s area of interests; b10) Gang intervention services; b11) Safety planning for the youth and family; b12) Support services to gang impacted youth and families with multiple needs and barriers including connecting them with mental health services and substance abuse treatment where appropriate; b13) Connecting youth to existing Pro-Social Activities, or creating opportunities for youth to engage other peers pro socially; b14) Identifying youth and/or families who need mental health services, and providing referrals for these services; b15) Providing transportation and assisting families to access resources in the community for basic needs
