i. TECHNICAL ENERGY AUDIT (TEA): Provide an investment-grade Technical Energy Audit report that identifies, describes and evaluates all cost-effective investment opportunities through a combination of engineering and economic analysis of possible energy saving measures, greenhouse gas reduction measures (including solar panels, batteries, AMI related savings, and elimination of natural gas), and resilience measures resulting in the creation of a list of Energy Conservation Measures (ECMs) that the Water Bureau can choose from. ii. PROJECT DEVELOPMENT PLAN (PDP): Based on the ECMs selected by City under Phase 1, prepare a complete Project Development Plan, including design development documents and various specified schedules. iii. DESIGN & BUILD: Based on approved design development documents provided under Phase 2, prepare all final construction documents including plans, specifications, and other documents necessary to solicit subcontractor and supplier bids, secure applicable energy grants, and to implement the ECMs. The successful Proposer is not assured any design or construction contracts that may arise from the technical energy audit awarded through the request for proposals
