The Contractor shall provide analysis and documentation assuring NEPA compliance for a project that is anticipated to be “categorically excluded” from an Environmental Assessment (EA) or Environmental Impact Statement (EIS), but will require a Decision Memo (DM) and project file as described at 36 CFR 220.6(e). In the unlikely event that project analysis determines a Categorical Exclusion does not apply to the proposed action, and an EA is therefore required, it will fall outside the scope of this contract. The project’s background, purpose and need are described in Appendix A. Analysis will provide the documented support for the Forest Service line officer to make a decision based on information disclosed in the Decision Memo and supporting record. The resources that need to be analyzed for this are specified below. The project must also comply with relevant law and be consistent with the Mt. Hood National Forest Land and Resources Management Plan as amended. Work also includes project tasks and required meetings listed below. Contractor shall provide any and all qualified personnel, transportation, labor, supervision, equipment, supplies, permits, licenses, and incidentals not provided as U.S. Government furnished property, that are necessary to complete the analysis documents. Work also includes all specified Deliverables to be provided in the form and at the times specified in this Section 5 – Deliverables and Deadlines for Project Works.
