Specifications include, but are not limited to: The InterMountain ESD, 2001 SW Nye Ave., Pendleton, Oregon, is in the former Pendleton Community Hospital, built in 1960. In 1989, the ESD bought and remodeled this building. For heating and cooling the facility, two large Carrier RTU units were installed. Nearly 25 years later, these units are being replaced with ductless “mini-splits” on the first floor of the building. In the spring of 2022, eight mini-splits units were installed in the business department of the IMESD. The plan is to continue to install these mini-splits throughout the building and abandon both RTUs. An additional part of the RFP is to determine the availability and cost to provide power to these units. Also, two mixing units will need to be installed to replace the air circulation provided by the present RTUs. A decommissioning and demolition/removal plan for the existing RTUs will need to be developed and included within the RFP. The eight mini-splits installed in the spring of 2022, were a combination of Rudd and Daikin units, varying in size from 7K to 18K. In an effort to stay consistent, all future mini-splits will also be Rudd or Daikin units. We anticipate the project to be partially funded by Federal Grants. Therefore, the successful proposers will follow both federal and state regulations.
