Specifications include, but are not limited to: Douglas County, acting through the Douglas County Fair Board, is accepting Proposals from qualified persons or entities to manage, operate, promote, and maintain the Fairgrounds Speedway. The County is seeking a promoter who can maintain a high-quality program that attracts visitors to the Fairgrounds Complex and enhances the image of the Fairgrounds Complex. The County is willing to consider two types of management for the facility: (1) the Fairgrounds retains control of the Speedway Complex, but makes it available to the promoter for pre-scheduled dates and events; or (2) the promoter enters into a lease granting exclusive use of the Speedway Complex, with the promoter having authority to sub-let the facility to other users during the lease period. However, with either management type, the County would retain exclusive use of the Speedway Complex during the week of the annual Douglas County Fair (held in August of each year).; Currently, the Speedway is an approximately 3/8 mile asphalt track with a dirt infield. The Speedway Complex includes a 5000 seat grandstand (main concrete grandstand and multiple bleacher grandstands), flush restrooms, food/souvenir concession buildings, announcer room, racing pit area with restrooms, fence surrounding the entire facility, office, and parking facilities (paved and gravel).
