2.4.1 Phase 1: Data Gathering and Interviews Phase one entails data gathering and will involve all necessary tasks associated with fieldwork, and other task considered necessary to gather all pertinent facts and evidence to evaluate organizational performance. This phase will include documentation review, interviews, department walkthroughs, and other observations of work as required. The end result of the data gathering phase will be production of findings that delineate preliminary issues and concerns likely requiring correction. 2.4.2 Phase 2: Analysis Phase two is the analytical phase of the work. This project phase will take the findings from phase one and evaluate the organizational circumstances and what to do next to correct such issue. Phase two work includes assessment of problems, alternatives, and corrective actions required to strengthen the department. The deliverables from phase two will be a set of recommendations for change that corresponds directly to previously identified findings, resulting from phase one. 2.4.3 Phase 3: Reporting and Recommendations Phase three of the project moves the data gathered and assessment work into a reporting process. This phase will result in a formal written deliverable with clear findings and recommendations. This report will stand alone and be presented to the county’s Board of Commissioners and other managers as requested. The format of the report will be formal and include standard government reporting components. The contents of the report will include, but not be limited to an executive summary, background and scope, overall conclusions, findings and recommendation, and any relevant appendices.
