(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as an Request for Quotation (RFQ)
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05.
(iv) This procurement is set aside 100% for Total Small Business. The NAICS code is 115310 - Support Activities for Forestry and the Small Business Size Standard is $11.5 million.
Description of Requirement
The Mt. Hood National Forest (MHNF), Zigzag Ranger District (ZZRD) has a requirement for services to place a smolt trap into the Salmon River. The Contractor shall provide all personnel, equipment, supplies, services, facilities, transportation, tools, materials, supervision, permits, licenses, insurance and other items and non-personal services necessary to perform the placement of an 8-ft rotary screw smolt trap in the Salmon River. Requesting a boom truck with operator along with a laborer to safely set the rigging on the trap. Contractor to supply boom rigging. Placement of the smolt trap into the river is to occure the last week of March 2024
Removal of the trap should occure between June 17 and June 28, 2024. The boom truck must be
capable of placing 500-pound pieces at a distance of 75 feet from the truck. Forest Service personnel will deliver all smolt trap parts as close as possible to the Salmon River via county road. Forest Service personnel will be present to ensure proper assembly of the smolt trap. Forest Service personnel will bolt trap together once trap parts are safely secured on the
Salmon River.
Dates and Times:
Placement the last week of March, 2024 (dependent on weather and stream flows). Operation typically 1.5 to 3 hours to place and assemble the 8-ft trap with Boom truck on Salmon River. Removal for Salmon River smolt trap between June 17 and June 28, 2024. Typically 1.5 - 3 hours to remove trap.

Site is located at 45.35967/-122.01463 near Brightwood, OR. Access is via a gravel county
road off US Highway 26.
