For this project, OED seeks an integrated labor exchange and case management Solution. OED prefers to obtain the entire Solution and implementation services through a single Contractor, and for this reason prefers proposals from vendors that have both labor exchange and case management components. Nonetheless, if during the course of evaluation OED determines that substantial benefit would be achieved by selecting one vendor for a labor exchange solution and another for case management or a vendor for other components, OED may choose to make multiple awards. The Contractor will be responsible for managing all subcontractors and vendors. For specific technology solutions, such as platforms and applications, that are not owned by the implementation vendor, or solution integrator, OED prefers to contract those technology solutions directly.
