A. The Housing Authority of Washington County (HAWC) is requesting proposals from experienced, licensed real estate brokerage companies to assist our agency with the sale of 60 single family homes. These homes are currently part of HAWC's 244-unit scattered site public housing portfolio. The 60 homes are either three or four bedrooms with an average value of $467,000 on Zillow; they have been used as rental housing for at least thirty years. Due to severe limitations in federal funding that restrict the Housing Authority's ability to maintain these properties, the homes will be sold through the Department of Housing and Urban Development's (HUD) Section 18 Disposition program. Fifty-three of the homes are currently occupied by public housing tenants and seven are vacant. HAWC has a contract with a relocation consultant to coordinate packing, moving and relocation of these tenants over the next two years. Once a tenant is relocated, the home will be available for inspection, cleaning, possible light physical upgrades, and sale. Homes may be grouped for sale according to location and/or availability. B. One brokerage will be chosen to assist HAWC with selling homes to three tiers of buyers. The first tier is the current public housing residents of which we estimate approximately 15 households will purchase their homes. These buyers are mostly under 100% AMI and will likely utilize a non-profit homeownership agency to assist in the purchase of their home. Other residents may choose to find their own mortgage lender.
