The selected Contractor shall be expected to work closely with designated City of Portland personnel to perform the tasks and generate the Deliverables described generally below. Contractor shall perform janitorial services, cleaning and disinfecting at all identified locations 363 days per year (daily throughout the year except for Thanksgiving and Christmas Day), in general between the hours of 5:00 am - 7:00 pm. Morning cleaning should be concluded no later than 9:00 am. Afternoon cleaning should start sometime after 3:00 pm. Work includes maintaining an emergency janitorial response capability. This work is in highly visible locations, requiring interaction with a variety of downtown residents and park users. The work environment includes working around/interacting with people with unmet mental health needs, substance abuse issues, in altered states, exhibiting inappropriate public behavior and those who are experiencing homelessness. The work will include cleaning up after drug use, sex in public restrooms, and feces spread around the restrooms. Consequently, employees shall be trained, comfortable, and effective in such a working environment. In addition to traditional janitorial skills, this work requires skills, training, and/or lived experience with conflict resolution and de-escalation; training in addressing biohazards in a safe way and use of proper PPE for personal health and safety. Supervisors shall be readily available to respond and support their employees.
