Washington County is seeking a solution that exceeds the capabilities of it’s current scheduling system, in order to properly handle overtime shift scheduling in accordance with union contract requirements and provides expanded reporting and tagging capacity within the scheduling interface to better manage day to day shift management and allows other workgroups to also use the system. Objectives: 1. To provide a scheduling tool that simplifies a complex scheduling process that can work for different divisions within the Sheriff's Office. 2. Use of off the shelf software (proven to work well for similar-size Law Enforcement agencies) that is easily configurable to unique union rules and local regulations that can operate as a standalone scheduling system and also provide options to integrate into payroll systems. 3. Scheduling software can be operated from multiple platforms (desk or laptop, cell phone, etc.) 4. Scheduling software provides real time updates regardless of which platform is used as to present a common operating picture for all users. 5. Software is comprehensive with abilities to: conduct shift bids, track availability, manage profiles, track special skills & certifications, build (monthly/daily/shift) schedules, optimize coverage (and cost), provide auto notifications, accommodate shift pick-up and trades, manage time off, accommodate various shift structures (4-10's, 5-8's, etc.), provide analytics, and ensure rules are configurable to comply with union rules, policy, regulations and laws. 6. Phased implementation approach. The solution would allow for utilizing the tool for select work groups or expanding to all workgroups on shiftwork. The priority of implementation is for Jail employee scheduling (175 to 200 employees on shift schedules); other workgroups include Patrol (200 to 225 employees on shift schedules) and Records (30 to 35 employees on shift schedules).
