The Proposer will be expected to complete the following tasks: Produce approximately four (4) 3-5 minute videos and approximately four (4) 30 second videos that showcase some of the communities, organizations, entrepreneurs, and projects that are part of the ROI program and its 19 existing grant recipients. Agency anticipates selecting one video recipient from each region of the state. The videos will: • explain the ROI program and demonstrate how it contributes to rural entrepreneurship in each of the selected communities, as well as why each community is a good place to be an entrepreneur. • highlight the uniqueness of each place and the diverse small businesses that enrich its local culture and economy. The specific tasks for the production of the videos include the following responsibilities: • Pre-production o Proposer will work with Agency to select locations, ROI organizations, and local talent who will participate in each video. o Proposer will provide Agency an outline of each video that includes approach, number of speakers, suggestions for voiceovers and/or graphics, and accompanying shot information. o Proposer will develop detailed production plan that includes scheduled shoot dates and project timelines. • Production o Proposer will work with ROI organizations and talent to secure any visuals necessary for the project, including on-site interviews, B-roll images of organizations, entrepreneurs, events, and all relevant graphics and logos. o Proposer will provide all personnel and equipment necessary to complete the video shoots. o Proposer will provide all video and audio content needed to produce the videos • Post-production o Proposer will provide Agency with two rounds of edit adjustments, or two drafts, before finalizing each video. o Proposer will incorporate feedback and edits from Agency and ROI organizations into the final, or third, version of the videos. o Proposer will work with Agency to select and secure any stock images, audios, or background music needed for each video. o Proposer will provide full open captions and subtitles for each video, as determined by Agency. o At least one video should be in a language other than English. Other videos could include multiple languages depending on the interviewees. Proposer shall provide the translation services need for subtitles. o Proposer will create each 30-second video compatible with social media format (e.g. Facebook, LinkedIn, and X/Twitter). o All footage, B-roll, and videos will be provided to Agency in an .mp4 file format (and other applicable formats) at the end of the project.
