Agency intends to renew Wiser LLC’s WISERTrade Direct Redistributing Subscriber Database, an online database, that takes US Census reported export data and stratifies it by state, country, port, industry (down to the four digit NAICS level) and globally recognized Harmonized System (HS) codes, (down to the six digit level). This allows Agency staff to pull real time export data to discern trends for internal and external customers. It is also used in planning which markets and industries to target for recruiting and outreach. Additionally, WISERTrade imputes import data which we use in our analysis often. Agency has been using the database since 2008 and to date has spent a total of $72,000. This sole source justification applies to the annual subscription of WISERTrade Direct Redistributing Subscriber Database and shall not exceed $150,000 or renew beyond an additional seven year period through March 31, 2032, whichever occurs first. WISERTrade is the only product capable of meeting the Agency’s need. With use of the database being embedded in established workflows it is recommended moving forward with this vendor and their product. Changing software now will seriously affect the Agency’s ability to identify key industries, understand markets, and conduct outreach to companies who can be best served by the Agency’s programs. OBDD is also the primary agency within the State of Oregon’s enterprise system to field frequent requests for data and analysis on trade and exports. Customers requesting this data are included but not limited to the media, government entities, and economic development partners.
