Per Washington County Purchasing Rule 10-120(3) - Competitive Process – Personal Service Contracts Notwithstanding any other provision in these rules, for personal services contracts the County may use a Letter of Intent RFP process which requires any prospective proposer(s) to file a letter by the given deadline that notifies the County of its intent to respond to the RFP. If there is only one interested proposer who turns in a letter then the County reserves the right to negotiate a contract with that responder and forego the RFP process 1. Purpose This contract is a bridge project to keep specific project deliverables going while the County transitions to a new full-time staff. A. Contractor will design, conduct, draft, and present study findings, evaluation outcomes, reports, debriefings, workshops, and technical trainings as requested by the County. These will be shared with other staff, managers, and collaborators. B. Contractor will disseminate final data-related products via presentations, reports, newsletter, and journal articles. C. Contractor will provide interpretation of researched information and communicate clinical or operational relevance of findings to a wide variety of audiences. 2. Itemized Requirements A. Contractor must have agency specific experience within an EMS agency in Washington County B. Contractor must have knowledge of the operations of the 9-1-1 Transportation agency for Washington County C. Contractor must now know to utilize FirstWatch/FirstPass for 9-1-1 transport quality improvement tracking
