Specifications include, but are not limited to: Create an Urban Forest Management Plan/Master Plan that includes at least sections that address the following areas: Current State of the Urban Forest • Inventory of current public trees (some data existing) • Analysis of the current state of the urban forest o Are some neighborhoods underserved with public trees? o Existing issues with the urban forest. (disease, conflict with infrastructure, invasive species etc) o Any other analysis deemed beneficial by consultant Public Outreach • Educate the public on the current state of the urban forest • Engage the public to help develop the plan • Design a public engagement strategy for a time period equal to the life of the Management Plan that can be implemented by Parks and Recreation staff. Rules Ordinances and Mandates • Review of current Federal, State, and local regulations as they apply to the urban forest in Pendleton. Recommendations • Most important next steps to address issues identified with the urban forest • Future tree planting plan, including identification of sites and recommended species or species groups • Recommended changes to City Tree Ordinance, Right Tree Right Place document, or Prohibited and Discouraged Tree List.
