ODOT facilities are aging and many of the energy using systems need updating. The Region 3 Headquarters (“Region 3 HQ”) office, the Region 4 Headquarters (“Region 4 HQ”) office, the Bend DMV/Annex facility, and the Region 5 Headquarters (“Region 5 HQ”) office (the “Sites”) are in need of heating, ventilation, and air conditioning (“HVAC”), controls, and building envelope upgrades. The Region 3 HQ building in Roseburg, OR is in need the following: • Complete HVAC replacement, including new boiler • Commissioning • HVAC controls for main area and networked programmable thermostats for administration area • Building envelope and insulation upgrade recommendations Energy Trust of Oregon commissioned a technical analysis of the Region 3 HVAC system. The analysis was conducted by Colebreit Engineering and is attached to this RFP as Exhibit 2 for informational purposes only. The Region 4 HQ and DMV/Annex offices in Bend, OR are in need of the following: • HVAC replacement in Region 4 HQ • HVAC controls upgrades • Building envelope sealing and insulation upgrades recommendations • Air de-stratification in the DMV lobby • Commissioning The Region 5 HQ building in La Grande, OR is in need of the following: • Direct Digital Controls (“DDC”) building automation system • HVAC replacement, including air distribution • Commissioning • Building envelope sealing, remediation, and insulation upgrades recommendations
