Description

This request for proposal (RFP) provides interested suppliers with sufficient information to enable them to prepare and submit proposals for consideration by PHFA to satisfy a need for investment management software and support.

Currently, the Agency uses an in-house program for investment management and debt management which provides limited capabilities and requires manual tracking in spreadsheets. Some standard types of fixed income investments can’t be tracked at all. On the debt side, the agency is using spreadsheets to track and manage its variable rate debt, swaps, liquidity facilities and other relevant fees. This requires constant data input and changes which increases the risk of errors.

The Agency is looking for a solution to manage fixed income investments and manage debt that will pass the activity data to Workday.

Additional Bidding Instructions

Please Note:

Supplier shall complete all documents associated with the Technical Proposal (Appendix A) and Cost Proposal (Appendix B) as separate documents (and uploads). 
A supplier’s RFP response shall be part of the Scope of Work and may be incorporated into an awarded contract as part of the agreed terms.
Suppliers shall review the contract Terms and Conditions in Appendix C.

Suppliers should avoid or minimize contract term modifications as this has an impact on contract award.  All requested modifications shall be submitted with the proposals. Modifications submitted after award may result in a proposal being deemed non-responsive and the submission being disqualified. Additional modifications to the standard terms and conditions submitted upon award shall not be considered if such terms were not submitted as part of the proposal.   Best and Final Offer negotiations are for scope and price only.  Any supplier forms or documents that need to be incorporated as part of a final contract must be submitted with Appendix C or such documents will be disregarded and cannot be considered leading to the disqualification of the proposal.

Absolutely no pricing can appear anywhere in the Technical Proposal.  Failure to meet this requirement will result in automatic disqualification of the proposal.
