a. Planning: • Assisting the City comply with any Federal, state, or local law or any FAA or TSA regulation; • The preparation of design studies, preliminary plans, economic comparisons, feasibility studies, and cost estimates for any proposed projects; • The analysis of designs to create framework and detailed work programs; • The collection of Airport data and facilities inventories; • The review of all building codes and applicable regulations, specifically for utilities planning; • The planning, budgeting, and assistance with grant applications for Airport Improvement Program (“AIP”) or Pennsylvania Department of Transportation (“PennDOT”) funded projects; • Reviewing plans for proposed tenant facilities to analyze any impact on overall airport operations; • Project control and scheduling; and • Preparing engineering reports for bond issues. b. Design All design plans shall be produced in accordance with the most updated version of the “Division of Aviation CAD Standards Manual” to be provided by the City. All plans shall become and remain the property of the City and may be requested for delivery at any time by Aviation. The successful Applicant(s)’s project teams (prime and subconsultants) are required to follow the provisions of 49 C.F.R. Part 15 and 49 C.F.R. Part 1520 Protection of Sensitive Security Information (“SSI”). The successful Applicant(s) shall submit for approval a plan showing how SSI will be handled and controlled.
