The Parker Administration is creating a comprehensive wellness ecosystem to assist a greater number of people toward recovery from substance use disorder and housing stabilization. The goal of this initiative is to expand access to comprehensive health services; provide additional supportive services, such as educational, employment training, and life skills programming; and establish a housing continuum that will assist a greater number of people toward recovery from substance use disorder and housing stabilization. The selected provider will be expected to work collaboratively with the City’s Managing Director’s Office, Department of Behavioral Health and Intellectual disAbility Services (DBHIDS), Office of Homeless Services (OHS), Philadelphia Department of Public Health (PDPH), and all service providers contracted by the City to provide comprehensive care to the residents of the Wellness Village. The Wellness Village residences will provide housing settings that promote recovery. Residences will be substance-free living environments that provide a safe and healthy place for individuals who are in recovery and are based on the social model for recovery support, which emphasizes: · The setting is a component of the service; · Interconnections amongst individuals and with the environment; · Congruence and culture (reciprocal responsibility and harmony); · Peer governance, peer leadership, and community wisdom.
