The Montgomery County Office of Drug and Alcohol (SCA) is interested in receiving proposals from qualified CRS providers located in Montgomery County. This RFP is being issued to provide funding for two CRS positions to provide non-clinical assistance and recovery support services to inmates at MCCF and through the reentry process. Providers contracted with Magellan (Montgomery) or those that have at least 3 years of experience providing CRS services within Montgomery County are eligible to apply. The chosen provider will be responsible for hiring, supervising, and providing recovery support services in MCCF to eligible participants, including reentry support. The CRS will engage eligible participants within the correctional facility to identify social determinants of health needs, create a recovery goal plan, and support linkages to community resources that address the identified needs and goals. Services should be provided by the same CRS from engagement through reentry, and for at least 3 months before completing a warm handoff to another provider, or termination of services. It is the preference of the ODA and MCCF for the two CRS staff to be of opposite genders, ensuring program participants have access to a CRS with which they feel most comfortable. Services should be person-centered, recovery-oriented, and trauma-responsive.
