The Allegheny County Jail is seeking to acquire Secure Tele-Health Conferencing Hardware & Software with the emphasis on the specific and unique needs of correctional-related facilities and local (County) government. The new Secure Tele-Health Conferencing Hardware & Software is part of a new initiative to provide incarcerated individuals with remote mental health counseling when needed or requested. The Tele-Health Conferencing hardware will need to be placed in multiple areas throughout the jail to accommodate incarcerated individual movements. This will require that the software accommodate remote capabilities that allows for multiple counseling sessions to occur at the same time and accessible throughout many areas of the jail. The jail requires a minimum of 12 concurrent sessions to be able to run in conjunction with approximately 45 tele-conferencing devices. There is the potential that the jail will need to expand the tele-health conferencing service to be able to run up to 50 concurrent sessions using approximately 100 tele-conferencing devices. The software should allow centralized administrative jail staff to control all teleconferencing units from a central location within the jail with very minimal physical troubleshooting required. It is important that the solution also allow for real time monitoring of a tele-health session without the ability to hear the audio output as inmates will not be physically monitored while in their appointment. The Allegheny County Jail must have the ability to work in and support multiple application solutions. The list of desired tele-conferencing applications includes, but is not limited to: Teams, Zoom, WebEx, Google Meet, and Ring Central. It is a requirement that each vendor response specifies which tele-conferencing applications the hardware and software will be compatible with. The Tele-Health Hardware must be a self-contained unit with no removeable parts that meets the durability and safety standards for a correctional facility. It must be able to withstand the physical rigors of daily use and comply with all ADA and HIPAA guidelines. All physical aspects required of the tele-conferencing hardware is listed in the Vendor Response sheet for review. Allegheny County Jail is also requiring that each vendor responding to the RFP provide the necessary cut sheets for any possible solution recommended, so that it can be provided to our facilities department for review.
