Specifications include, but are not limited to: 3.1. Navigating the Process The awarded Contractor will help applicants understand the application process and requirements including: • provide general guidance on fiscal sponsorship; and • aiding those non-profits that may be partnering with businesses for their project proposal. 3.2. Developing Proposals The awarded Contractor will work with applicants, including those represented by a fiscal sponsor, to clarify their project concept or proposal narrative, budget, measurable outcomes, and other elements. The City will independently create the evaluation rubric criteria and application itself. 3.3. Public Info Sessions The awarded Contractor will: • work with City staff to host virtual information sessions open to any potential applicant; and • Produce at least one recorded session for public posting online. 3.4. One-on-one Coaching The awarded Contractor will provide one-on-one sessions with applicants to offer support throughout the proposal development and application process. 3.5. Triaging Eligibility Questions The awarded Contractor will work with City staff to determine the ARPA eligibility of applicants' (proposed) expenditures (Plans) as part of assisting their proposal development. This does not necessarily require the technical assistance organization to have expertise in ARPA regulation.
