STATEMENT OF NEED ONLINE CHEST PAIN/EKG COMPETENCY EDUCATION WILKES BARRE VA MEDICAL CENTER A. Introduction: Scope: The Wilkes-Barre VA Medical Center and its Outpatient Clinics is seeking to procure a firm fixed price contract, to include a one-year base performance period, and four one-year option periods for procurement of a high-quality online e-learning educational program for Chest Pain Competency Series/EKG education. The training shall have 24-hour unlimited access for staff doctors, physicians, and other healthcare professionals for continuing education in cardiac care/EKG. The contractor will provide staff with Continuing Medical Education (CMEs) and Continuing Nurse Education (CNEs) as accomplished through the program. The contractor shall update the educational program as current and clinical practice guidelines and measures change. The contractor shall assign a company point of contact (POC) to work with the Wilkes-Barre VA Medical Center POC to give access to the facility s physicians and nurses and other healthcare staff, and to make needed reports for the Government s oversight of educational achievement. Education shall meet the requirements of the Society of Cardiovascular Patient Care for Chest Pain Center accreditation and the American Nurses Credentialing Commission on Accreditation. B. Security Requirements: The contractor employees and any subcontractor will not require access to VA information and VA information systems. Sensitive data will not be accessed or provided. C. Tasks and Deliverables: Description of service: The Wilkes-Barre VA Medical Center and its Outpatient Clinics has a requirement for a high-quality online e-learning educational program for Chest Pain Competency Series/EKG with 24-hour unlimited access for staff doctors, physicians, and other healthcare professionals for continuing education in cardiac care/EKG. The contractor shall provide staff with CMEs and CNEs as accomplished through the program. The contractor will update the educational program as current and clinical practice guidelines and measures change. The e-learning education platform will use interactive, visual, audio, and text engaging educational methods to meet different learning styles and better retention. Staff shall be able to re-take for credit every calendar year for CMEs, CNEs and other healthcare continuing education credits, or not for credit as appropriate. It shall be possible for up to 20 CMEs credits and 24 CNEs annually. The contractor shall be available for contact during normal business hours to resolve any problems with the purchased product. Using intelligent interactivity, the education platform will address: 1) cardiac anatomy and physiology, using interactive 3D and examine the normal cardiac waveform in relation to physiology. 2) comprehensive review of the electrocardiogram. 3) in-depth view of cardiac rhythms using floating calipers. 4) 12-lead EKGs. 5) Acute Coronary Syndrome. 6) Advanced and special situations. 7) Advanced individual and organizational excellence Acute Coronary Syndrome care. 8) Library of 12-lead EKG s, guidelines, and related information. Administrative reporting features of the educational platform will provide the Wilkes-Barre VA Medical Center POC with reports for tracking progress for both individuals and groups. The EKG and Chest Pain Competency curriculum shall meet, at a minimum, all key annual educational requirements of both the Society of Cardiovascular Patient Care for Chest Pain Center accreditation, and the American Nurses Credentialing Center Commission on Accreditation. D. Quality Assurance Performance Standards: The contractor shall provide opportunity to enhance knowledge acquisition and retention amongst healthcare professionals, notably physicians and nurses, specifically cardiac/EKG competency. The contractor shall provide opportunity to train in competency without risk to patients; and enables staff to deliver improved quality patient care consistently and confidently. The contractor shall meet the need for continuing education in cardiac/EKG. E.
