Specifications include, but are not limited to: Provide an audit of Talent and Culture (human resource) functions in accordance with West Virginia Code §18B-7, §18B-9A and §18B-9B. WVU is required, at least once every five years, to have an independent review and audit of its compliance with established policies and regulations. Specific tasks will include but may not be limited to: 2.2.1. Review the audit process and offer comments 2.2.2. Review statutes (18B-7, 18B-9A and 18B-9B) to gain understanding of requirements and authority given to WVU 2.2.3. Consult with T&C leadership to clarify and confirm understanding of statutes 2.2.4. Meet with Staff Council (with WVU Project Leader) for introduction, to outline audit process, consultant’s role, and obtain Staff Council’s input. 2.2.5. Review the T&C BOG rule making process and content to determine if code sections 18B-7, 18B-9A and 18B-9B were met.
